“Even without the formal declaration of martial law in Luzon and the Visayas, the military is on a rampage in killing, harassing, illegally arresting and  driving people out from their communities, through counter-insurgency program Oplan Kapayapaan. In essence, de facto martial law exists because  State security forces have remained unrelenting in their attacks against poor Filipinos, from the past regimes to the Duterte administration,” said  Cristina Palabay, Karapatan Secretary General, upon receiving reports from the organization’s chapters in Bicol, Negros, Cagayan Valley and Ilocos on  incidents of human rights violations.

Dear friends, 

Two human rights defenders - Karapatan Secretary General Cristina “Tinay” Palabay and Ilocos environmental advocate Sherwin de Vera - have recently experienced threats, harassment and intimidation from suspected State security forces. 

On July 20, 2017, at around 10:20 p.m., Palabay received a call from a man who repeatedly asked her if she is “Tinay Palabay” and refused to tell her his name. He told Palabay that she should stop what she is doing because she is in the “list” of people whom they consider as “courageous,” and that he called because she is within his “AOR” (interpreted as “area of responsibility”). He accused Palabay of being involved in the alleged ambush of the Presidential Security Group by members of the New People’s Army (NPA) in Mindanao. Palabay denied knowledge and involvement in the reported incident, as she was in Manila leading the preparations for protest actions in time for the State of the Nation Address of Pres. Rodrigo Duterte and his extension of the martial law declaration in Mindanao. The unnamed caller told Palabay that she should stop whatever it is that she is doing because “times have changed” and “martial law is in place.” Palabay was also repeatedly asked on her whereabouts, and that she should be cautious because he will soon meet her.  

KARAPATAN STATEMENT ON DUTERTE’S 2nd SONA

President Rodrigo Duterte is fast becoming a disappointment. He has started to increasingly bow down to the dictates of pro-US lackeys, turning his back from the progressive initiatives he has started. The GRP-NDFP peace negotiations is now in limbo, as he forces a bilateral ceasefire deal while undermining discussions on socioeconomic and political reforms, and is blatantly violating agreements on human rights and international humanitarian law. He has reneged on his promise to release all political prisoners through a general amnesty. Moreover, he has willingly surrendered people’s rights in lieu of military rule. He is increasingly pandering to the interests not of the Filipino people but to US imperialists and their loyal lapdogs in the top echelons of the military - Esperon, Lorenzana and Ano - who have the most to gain in an open fascist rule.

Statement of Political Prisoners from SICA-1, Camp Bagong Diwa

More than a year has passed since Mr. Duterte's ascension to the Presidency. That is sufficient time for the Duterte government to set itself apart from previous administrations, but by and large, it has failed to do so. He has reneged on his promises to the people - promises that could have defined the kind of change and leadership he can offer. Such promises include the release of all political prisoners through a general and unconditional amnesty, engaging the National Democratic Front of the Philippines (NDFP) in peace negotiations to genuinely address the root causes of armed conflict, the free distribution of land to farmers, ending the widespread practice of contractualization in labor, fighting corruption and prosecuting big-time plunderers, among others.

On the evening of July 20, 2017, Karapatan secretary general Cristina ‘Tinay’ Palabay received an anonymous call from a male who then proceeded to threaten Palabay, warning her that "times are different because of martial law." He warned Karapatan’s Palabay to stop her work as a human rights defender, threatening her that she is on their ‘list’. The call lasted for some 10-15 minutes. Karapatan, along with different organizations, had earlier staged a protest action in front of Camp Aguinaldo and Camp Crame to demand the immediate lifting of martial law, the withdrawal of counterinsurgency program Oplan Kapayapaan, and an end to the drug war campaign.

Father of peasant brutally killed by soldiers files complaint vs GRP

Rodolfo Tagalog Sr., father of peasant brutally killed in Milagros, Masbate, Bicol, filed a complaint against the Government of the Philippines (GRP) at the GRP-NDFP Joint Monitoring Committee today, July 19, 2017. Rodolfo Sr.’s son, Rodolfo Jr., was killed by composite elements of the 2nd Infantry Battalion - Philippine Army (IBPA) and 9th Infantry Division last April 15, 2017. Rodolfo Sr. was accompanied by human rights workers from Karapatan.

“President Duterte’s call for Congress to extend martial law in Mindanao until the end of 2017 is like exhorting a mad cabal of harbingers of impunity to inflict and applaud further grave violations on people’s rights and civil liberties,” said Karapatan Secretary General Cristina Palabay, on Malacanang’s announcement that Duterte has asked Congress to extend martial law until December 31 of this year.

Rodolfo Jr.’s body was found 2 days later, on April 17, with his body full of bruises and bearing signs of torture.

Community leaders, teachers of Lumad school in CARAGA harassed with trumped-up cases

Community leaders in Lianga, Surigao del Sur, and teachers of Alternative Learning Center for Agricultural and Livelihood Development, Inc. (ALCADEV) and Tribal Filipino Program of Surigao del Sur (TRIFPSS) are facing trumped-up charges of child trafficking, concocted by the 75th Infantry Battalion-Philippine Army (IBPA) and the 402nd In fantry Brigade – Philippine Army. The leaders charged are all members of the Malahutayong Pakigbisog alang sa Sumusunod (MAPASU), a regional organization of indigenous communities opposed to mining, militarization and other anti-people State policies. This case has shown how the military have sunk to deplorable maneuvers of using children against teachers and leaders. Time and again, the State has resorted to the criminalization of environment, land, and human rights activists who defend their communities.
