Abduction and illegal detention of former human rights worker in Cebu, Philippines

Account of Incident:

A local daily newspaper (The Freeman, 02/07/09, p.2) reported that Ramon Patriarca was "intercepted" by joint elements of the 78th Infantry Battalion and provincial police on February 5 (Thursday) in Consolacion, Cebu. The arrest was allegedly based on a warrant for Rebellion purportedly issued by Judge Enemecio of the Regional Trial Court in Danao City.

Fisherfolk leader and his neighbor shot dead by suspected security forces in Calatagan, Batangas, Southern Tagalog, Philippines

Account of Incident:


On February 8, 2009, The Karapatan National Officer received reports that a leader of a fisher folk organization was gunned down on February 7 (Saturday) at around 6:30AM.


Wilfredo Gonzales, current president of Haligi ng mga Batangueñong Anak Dagat (Pillar of the Sons of the Sea in Batangas or HABAGAT), was driving an an ELF-truck along Bukal Village in Calatagan, Batangas when he and his neighbor and passenger Noli De Castro were shot.

Abducted peasant organizer presented as NPA rebel by the military

Account of Incident:


On February 2, 2009, Karapatan-Eastern Visayas received a report that a peasant rights
advocate was missing.


Felicidad “Pidad” Caparal, organizer and disbursing officer of the peasant group UMA
(Unyon ng Manggagawa sa Agrikultura or Agricultural Workers Union) left their home in
Bulacan to fetch her ailing mother in Samar. She intends to bring her mother to a doctor in
Manila.

2 Killed, 3 injured and another illegally arrested after strafing incident in Canlaon City, Negros Oriental

On January 26, 2009, Karapatan-Negros received reports of a strafing incident that allegedly occurred on the evening of January 25, 2009, at around 9:30 PM.  Initial reports reaching Karapatan-Negros indicate that around fifteen (15) soldiers from the Alpha Company of the 11th Infantry Battalion of the Philippine Army (IBPA) surrounded the house of spouses Porferio and Beverly Pableo located at Exodus Ubal, Brgy. Panubigan, Canlaon City, Negros Oriental.   Said soldiers of 11th IBPA, led by Lt. Rey Cañete, open fired on the Pableo home.   

Fear for life and safety of 3 suspected NPA rebels abducted in Compostela Valley, Southern Mindanao, Philippines

Account of Incident:

Relatives of three missing persons believed to be members of the New People’s Army (NPA)
in Compostela Valley had expressed fear for their lives and safety. One of them sought the
help of Karapatan-Southern Mindanao Region to locate her missing kin who was reported
to have been taken into custody by the Philippine military.
