Abduction of Fil-Am activist, 2 others is a HRV that cannot be erased by discrediting Karapatan and other human rights defenders

The human rights alliance Karapatan today issued a statement condemning the malicious statements made by the Presidential Human Rights Committee on Wednesday.

Karapatan Secretary General Marie Hilao-Enriquez said bad-mouthing Karapatan will not erase the fact that there was a reported incident of an abduction of a Fil-Am activist and two other community health workers.

The PHRC alleged that Karapatan and Bayan had made up the abduction of three community health workers Melissa Roxas, Juanito Carabeo and Edward Handoc.

The PHRC even went to the extent of saying, “There are no reports of this case in the local government office or with local police authorities of the Municipality of La Paz, Tarlac, where the abduction allegedly took place, filed by anyone…”

Karapatan Secretary General Marie Hilao-Enriquez said, “Check your facts or eat your words!  Their statements only show that they are so incompetent, they are wasting the people’s money!”

The years 2009 and 2010 are critical as Oplan Bantay Laya 2 (OBL 2) approaches its deadline. The Armed Forces of the Philippines (AFP) might very well rush to meet OBL 2 objectives, which are repeatedly stressed by Secretary of National Defense Gilbert Teodoro who is more hawkish than some of the generals. OBL 2’s thrust remains to be the “dismantling (of) the political structure of the communist terrorist group” through the neutralization (physical elimination) of perceived “enemies of the state”, whether combatants, activists of the legal democratic movement, mediapersons, lawyers and church people.

NY Times’ Philippine correspondent included by Philippine Army in its ‘Order of Battle’

Account of the incident:

On May 18, 2009, the International Solidarity Mission (that probed reports of human rights abuses in certain parts of Mindanao from May 14-17) spearheaded by the church group Exodus for Justice and Peace, presented to the public a PowerPoint presentation that contained an order of battle (OB) naming persons and civil society organizations as either “dominated, targeted or organized” purportedly by the communists.  The document was reportedly handed to the ISM by a soldier who would not like to be identified for obvious reasons.

 The human rights umbrella Karapatan today said that by ignoring the Alston report, the Arroyo government is denying the existence of dead bodies and the blood in the hands of its security forces.

Marie Hilao-Enriquez, Karapatan Secretary General said that the statements made by Justice Secretary Raul Gonzalez to the latest report of UN special rapporteur Philip Alston, only goes to show that the Arroyo government will not change its policy of targeting civilians in its perverted campaign against insurgency.

Farmer Raymond Manalo and Pastor Berlin Guerrero, both victims of abduction and torture by state security forces recounted their ordeal to the UN Committee Against Torture on April 27, 2009.   

They had just returned home when they heard about the P25 million-peso reward offered by Pres. Arroyo to purportedly curb extrajudicial killings and the government’s vehement reaction to the follow-up report made by UN Special Rapporteur on extrajudicial, summary or arbitrary executions Prof. Philip Alston.

Account of Incident: 

Ludenio Monson and his colleague in the peasant organization NIGKUMB, Angelito Artiza, wrapped up their busy day in the afternoon of April 29, 2009 by going to a grocery in the poblacion (town proper) of Boston, Davao Orienal.

They had spent the day coordinating with other farmers for the May 1 demonstration.   NIGKUMB sends a delegation in solidarity with workers on Labor Day.
