Military did not escort civilians who retrieved their dead, but used them as shields

Abra National Solidarity Mission (NSM) Update 2: 

Lacub, Abra—“The military positioned themselves among us, civilians. We did not want them to join us, but they insisted. We did not want to go to with them back to the Poblacion but they forced us,” said “Boyette”.  “Boyette”, who requested members of the National Solidarity Mission in Abra not to use his real name, was among the eight men from Lacub Poblacion used as human shield by the elements of the 41st Infantry Battalion of the Philippine Army (IBPA) during the September 4 and 5 military operation. Said operation resulted in the killing of two civilians, Engr. Fidela Salvador and Noel Viste and seven members of the New People’s Army. 


NSM-Lacub Update: Nat’l Solidarity Mission in Lacub, Abra begins

LACUB, Abra -- More than a hundred delegates from Church, human rights, lawyers groups and people’s organizations from Metro Manila, Baguio City, and Ilocos, Cagayan Valley joined the families of the victims of human rights violations in going back to the communities in Lacub, Abra affected by the NOLCOM directed military operation launched by the 41st IB in Sept. 4 and 5. Said military operation resulted in the killing of two civilians and seven members of the New People’s Army. 

Nat’l Solidarity Mission to investigate rights abuses in Abra

A National Solidarity Mission (NSM) to Lacub, Abra commenced yesterday, as representatives of various people’s organizations, human rights groups and progressive partylist organizations joined human rights workers and peace advocates in Northern Luzon. The mission is set to investigate human rights abuses and violations of international humanitarian law in Lacub, Abra, in the light of the continuing military operations of the 41st Infantry Battalion and the 5th Infantry Division of the Philippine Army in the area since August this year. 

BS Aquino, AFP treating Palparan and Purisima like sacred cows

“Human rights violators and plunderers in the military and police are being treated like sacred cows by the Aquino administration,” Cristina Palabay, secretary general of Karapatan said as their group supports the motion filed by private prosecutors on the criminal charges against retired M/Gen. Jovito S. Palparan. 

International organizations score PH rights situation

"The things that BS Aquino failed to mention about the Philippines to European Union heads of states are those which need much attention, like the human rights situation in the country," Cristina Palabay, secretary general of Karapatan said on the eve of BS Aquino's return from his state visits in European countries. "The human rights situation is in a sorry state that even organizations outside the Philippines are reacting," Palabay said.

We call on all peace and human rights advocates--individuals, institutions, the Church, people’s organizations, the academe and other groups to support the call of the people of Lacub, Abra in the Cordillera Region, Philippines, for the immediate cessation of the military operations of the Armed Forces of the Philippines (AFP) therein and nearby communities.

As the nation commemorates the declaration of martial law 42 years ago, Karapatan rejects all intimations, declarations and maneuvers by BS Aquino for a second term. “We say No to Aquino Dictatorship, we say Never Again. Not for whatever reason, especially not for the continuation of Aquino’s so-called righteous path,” said Cristina Palabay, secretary general of Karapatan.

More protests greeted BS Aquino as he swings around Europe, this time in Paris, France.
According to Cora Guibernas, a member of the Nagkakaisang Pilipino Sans Papier (NPSP) in Paris, France, which belongs to the MIGRANTE Europe network, Aquino was taken aback when several French solidarity activists for the Philippines and NPSP members raised posters and a big tarpaulin of Aquino's face with the words “Human rights violator” and “Pork barrel king” as he was greeting compatriots outside the church venue where he was to deliver a speech.

Rights groups SELDA (Samahan ng Ex-Detainees Laban sa Detensyon at Aresto) and Hustisya condemned the death of Benny Barid, political prisoner at the New Bilibid Prisons Maximum Security Compound, Muntinlupa City, who died at 11:00 AM yesterday, September 18, at the NBP Hospital.

Karapatan demands pullout of troops in Abra and Agusan del Sur

"As it is, life is already hard for indigenous peoples defending their ancestral lands from mining companies and other government projects, lalo pang pinapahirap ng AFP at Oplan Bayanihan," Cristina Palabay, secretary general of Karapatan said.
The human rights group called for the immediate pull out of military troops in La Paz, Agusan del Sur and in Lacub, Abra as it received reports of forced evacuation, grave coercion, disruption of classes and other human rights violations due to military operations of the 26th and 41st Infantry Battalion Philippine Army.

SELDA criticized the Human Rights Victims Claims Board (HRVCB) for continuously refusing to state categorically that it recognizes as victims the 9,539 members of the class suit against former Pres. Urgent Call for the Immediate Cessation of Military Operations in Lacub, Abra

We call on peace advocates -  individuals, institutions, people’s organizations, the academe and other groups to support the call of the people of Lacub, Abra to stop the military operations of the Armed Forces of the Philippines  in their villages and nearby communities.

On September 8 and 9, a fact-finding mission team went to Lacub, Abra to gather data and assist the communities affected.
