Amanda, 32, daughter of slain activist Randy Echanis and a mother to a month-old child, was illegally arrested in Cagayan.

Karapatan files complaint against gov’t officials engaged in red-tagging

On December 4, 2020, days after the last Senate committee hearing on red-tagging, Karapatan filed criminal and administrative charges against the ranking officials of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and former PCOO Undersecretary Mocha Uson. Karapatan denounces the recent arrest of 32-year old Amanda Echanis, a woman peasant organizer of Amihan, a federation of women peasants, in Cagayan and the planting of evidence against her. Amanda was reportedly arrested in the course of the service of search warrants in Brgy. Carupian, Baggao, Cagayan at dawn on December 2, 2020 by elements of the Philippine National Police, Criminal Investigation and Detection Group, and the Armed Forces of the Philippines. She is presently detained at Camp Marcelo Adduro in Tuguegarao City, Cagayan.

It is disappointing that a great part of the Senate Committee on National Defense hearing on red-tagging was used as a platform for double victimization, including victim-blaming, of those whose lives, liberty and security have been put at extreme risk because of the policy and practice of red-tagging.
