Joint Submission of Tanggol Bayi and Karapatan to the UNHRC

During its 130th session, scheduled on 12 October to 02 November 2020, the Human Rights Committee will undertake its examination of of the fifth periodic report of the Philippines. Tanggol Bayi (Defend Women) – Philippines and Karapatan Alliance Philippines submit this contribution to the Committee’s preparation of the list of issues for the examination of the report of the Philippines.

Karapatan, an alliance of human rights organizations, desks and individual advocates in the Philippines, is submitting this report on the human rights situation in the Philippines in response to the Call for Submissions by the United Nations (UN) High Commissioner for Human Rights (OHCHR) Michelle Bachelet, in accordance to the UN Human Rights Council Resolution on the Philippines.

The massacre of the Lumad leaders Dionel Campos, Juvello Sinzo and Emerito Samarca on September 1 in Lianga, Surigao del Sur brought to the fore the state of human rights in Mindanao and in the whole country under the BS Aquino regime—the unabated political killings, attacks on communities and on self-initiated schools, forced evacuation, among many other military atrocities. The brazenness by which the crime was committed speaks of the climate of impunity that continues to pervade the country.
