Hold Marcos and Duterte Accountable for Crimes Against the Filipino People

The Marcos Jr. regime was relentless in perpetrating violations of human rights and international humanitarian law (IHL), especially in the countryside, even as it moved to further consolidate its power against the Dutertes, its biggest ruling class rivals.

The arrest of Rodrigo Duterte on March 11, 2025 by the Interpol to face charges of crimes against humanity at the International Criminal Court (ICC) was the biggest political development of the first quarter of 2025. While constituting a partial victory in the people’s continuing struggle to exact justice and accountability from one of the most bloodthirsty tyrants in Philippine history, it also signalled a major step in Ferdinand Marcos Jr.’s attempts to solidify his position and monopolize the spoils of power.
