Political prisoners at the Correctional Institution for Women (CIW) in Mandaluyong City demanded accountability, the return of their funds, and the abolition of the “trust fund” system at the prison, following the results of a recent audit at the CIW that revealed that up to ₱7 million of funds remitted by families of Persons Deprived of Liberty (PDL) have gone missing.
With CIW prisoners permitted to hold only a limited amount of cash per week for their needs which the CIW is unable to provide, money sent to them by their families are deposited in a “trust fund” from which the PDLs can withdraw a minimal amount weekly.
Recently, however, out of the total recorded remittances of ₱13 million, only ₱7 million could be produced by the Bureau of Corrections (Bucor) personnel handling the “trust fund.”
What takes the cake, however, is the “solution” offered by CIW CTSSUPT Daisy Castillote to the PDLs. Instead of holding the Bucor employee accountable for the loss of the PDLs’ money and demanding restitution, Supt. Castillote said that she plans to have the missing cash replaced using funds earned from the PDLs’ telephone calls, which currently cost ₱3.00 per five minutes. To raise the funds, each five-munute telephone call will now cost ₱5.00.
On top of this, the PDLs will no longer be receiving a share from the telephone income that they could use to defray costs for their dormitories’ needs, until the funds “lost” have been replaced.
This “solution” has angered the political prisoners and other PDLs who said that the prisoners should not be made to bear the burden of replacing the missing funds. It is the liable Bucor employee who should be investigated, charged criminally and administratively and compelled to return the stolen money.
Saying they had no trust in the “trust fund” system, the CIW political prisoners called on the Commission on Human Rights, the Department of Justice and the House of Representatives to investigate this matter. (10 August 2026)

Mariin ang pagtutol ng mga bilanggong pulitikal ng Correctional Institution for Women (CIW) sa nangyayaring nakawan/korapsyon sa loob ng institusyon. Nitong nakaraang Huwebes (Hulyo 30, 2026), inanunsyo mismo ng Superintendent ng CIW na mayroong nawawalang pera sa Trust Fund ng mga PDL. Ayon sa kanilang mismong datos, matapos paghambingin ang nakalagay sa kanilang cashless system at mga nakapaloob sa mga passbook ng mga PDL, nasa 13 milyong piso ang kabuuang pera sa Trust Fund ng mga PDL. Ngunit sa kanilang pag-audit, natuklasan na nasa 6 milyong piso ang available cash lamang. Ibig sabihin nasa humigit kumulang 7 milyong piso ang nawawala. Hindi pa kasama ang mga alahas at ang ibang mga Trust Fund Account na hindi bilang sa kanilang system.
Pagbabalik sa nawawalang pera ang naging demanda ng lahat ng mga PDL sa CIW ngunit tila naging iba ang solusyon na inihahain. Kukunin mula sa bayad ng telephone calls ng mga PDL ang perang ipampupunno sa nawawalang 7 milyong piso. Mula tatlong piso ay itataas sa limang piso sa kada limang minutong tawag o piso kada minuto na ang singil. Hindi katulad noon kung saan may nakukuhang share ang mga PDL mula sa telephone fund na pwede nilang magamit sa pangangailangan sa brigades, sa ngayon ay iminumungkahi na “pansamantalang” buo muna itong ibibigay sa administrasyon hanggang sa mabayaran ang nawawalang pondo. PDL ang ninakawan ngunit PDL pa rin ang pinagbabayad.
Pagkatapos ng anunsyo tungkol sa isyu, nagkaproblema naman sa mga pagtanggap ng mga PDL sa mga padalang pera galing sa kanilang mga pamilya na idinaan sa LBC. Ngayong linggo, walang ipinaabot sa mga PDL na LBC Pera Padala at wala ring klarong sagot ang mga empleyado patungkol dito.
Sa gitna ng pangyayaring ito, mahigpit at malakas na ipinananawagan ng mga PDL sa CIW na ibalik sa mga PDL ang pera at buwagin ang Trust Fund. Hindi dapat ipasa ang problema sa mga PDL ngunit dapat akuin at sagutin ng administrasyon ang kapabayaang ito. Kumakatok ang mga PDL sa mga ahensya ng CHR, DOJ, maging sa kongreso para imbestigahan ang pangyayaring ito.
